Overview

Meyer’s practice focuses on mining, energy, environmental law, competition law, banking and project finance, and general corporate and commercial matters.

He has been involved in some of Namibia’s largest project financing transactions and regularly advises clients in the mineral, petroleum (upstream and downstream), and renewable energy sectors.

He also provides regulatory counsel to financial institutions and insurance providers and was closely involved in Namibia’s first green hydrogen project as external advisor to the Namibian government and the Namibia Green Hydrogen Programme.

Meyer is a court-accredited mediator and has conducted board induction training and other training to clients on commercial, competition, environmental, and mining and petroleum matters. He is the former Chairperson of the Law Society of Namibia and the Legal Practitioners Fidelity Fund.

Furthermore, Meyer is an Adjunct Associate Professor at the University of Cape Town, where he is affiliated with the DST/NRF Research Chair: Mineral Law in Africa.

He lectures mineral law in Africa, oil and gas law and mine contract negotiation and also regularly publishes on mining, energy and environmental law. He serves on the Academic Advisory Group of the International Bar Association’s Section on Energy, Environment, Natural Resources and Infrastructure Law.

Meyer has advised:

  • Namibia’s first cement production company on various matters since its incorporation, including mining, environmental, regulatory, competition and general commercial matters.*
  • the Government of the Republic of Namibia on the negotiation and implementation of its first green hydrogen bid. Following execution of the Feasibility and Implementation Agreement, Meyer also advised the Namibia Green Hydrogen Programme on the implementation of the agreement.*
  • the Namibian Ports Authority on the concessioning off of the new container terminal at the port of Walvis Bay to a third-party operator, including obtaining the necessary merger control approval and related matters.*
  • Dundee Precious Metals Inc. on the sale of its shares held in Dundee Precious Metals Tsumeb Holding (Pty) Ltd to Sinomine (Hong Kong) Rare Metals Resources Co. Ltd, including obtaining the necessary merger control approval.*
  • Nexa Recursos Minerais S.A. and its Namibian subsidiary, Votorantim Metals Namibia (Pty) Ltd on an internal restructuring of its mineral tenements and the subsequent sale of a Namibian subsidiary, including obtaining the necessary regulatory and merger control approvals.*
  • Development Bank of Namibia on the restructuring of loan facilities and the financing of PV solar project, including drafting all financing and security documentation.*
  • A local bank on structuring an aircraft purchase transaction, including drafting the necessary aircraft purchase agreement, dry lease and security documentation.*
  • Several local and international mining companies on a variety of matters, including acquisition and disposal of mining tenements, expansion of operations in Namibia, regulatory frameworks governing prospecting and mining operations, disputes with landowners, and general commercial and contractual matters.*
  • Several independent power producers (as part of Namibia’s REFIT program and otherwise) on regulatory, environmental, corporate, land and other matters.*
