Overview
Mantsebo is a Forensic Investigator in our Governance, Compliance and Investigations Practice. She holds BCom Law and LLB degrees and is admitted as an advocate. After starting her career as a prosecutor for the National Prosecuting Authority in 2005, she was recruited as a Senior Legal Advisor for Combined Private Investigations, SA in April 2011. Between 2014 and 2017 she served as a Manager in the Fraud Investigations and Dispute Services at Ernst and Young before joining Bowmans in 2017.
Mantsebo has experience in forensic investigation, non-compliance investigation, obtaining and collection of evidence, compilation of indexes of documentation/evidence obtained, review of evidence obtained.
Mantsebo has been part of major investigations in the public sector relating to fraud, corruption, irregularities, and any other maladministration.
Mantsebo has assisted in drafting reports, charge sheet, affidavits, and assisting and preparing evidence bundles and testifying in disciplinary proceedings.

Mantsebo has specialised in the Public Sector Industry where she has conducted investigations relating to procurement irregularities (conflict of interest, collusive tendering and non-compliance) for government departments, provincial government departments, municipalities and public entities.
She managed various investigations conducted for national government departments, provincial government departments, municipalities and public entities into fraud and corruption as well as contraventions of:

- Municipal Entity: Investigation into alleged irregularities and nepotism at a District Municipality.
- Municipal Entity: Investigation into potential irregularities identified at a District Municipality related to Water Service Infrastructure Grant.
- Municipal Entity: Investigation into alleged maladministration identified at a District Municipality by Senior Official.
- Municipal Entity: Conducted investigations into two different tenders awarded by a Local Municipality, to investigate various employee misconduct, fraud and corruption.
- Investigation into allegations of misappropriation of funds and other irregularities identified at a trade union.
- Municipality Entity: Investigation into three awarded contracts at a municipal department.
- Municipal Entity: Investigation into alleged splitting of invoices on a contract awarded by a municipal department.
- Provincial Department: Investigations into various allegations in various schools, investigations includes amongst others.

- National Department: Performed a forensic investigation into a procurement process followed in appointing a project implementer and analysis of actual expenditure compared to budgeted expenditure.

- National Department: Investigation into irregularities/ maladministration with regard to the acquisition of land at a national government Department.
- Municipality: Investigation into fraudulently issued cheques submitted by third parties to pay for municipal services at a large municipality.
- Municipality: Verification on certain competencies and qualifications at a Metropolitan Municipality.
- Provincial Department: Various forensic investigations into allegations of irregularities, which included, amongst others, misappropriation of funds, conflict of interest, irregularities in the recruitment processed and fraud, irregular appointment of staff at a provincial Department of Education.
- Provincial Department: Forensic investigation into possible procurement irregularities, fraudulent, corrupt and other irregular conduct in relation to the implementation of a foodbank programme by a Non Profit Organisations appointed by the Department at a provincial government Department.

Lepelle- Nkumpi Local Municipality (LNLM)
- During 2019 -2022 successfully managed various projects at a Lepelle Local Municipality (LNLM) into the irregular award of various contracts to service providers, and employee misconduct.
- Managed a team consisting of Bowmans investigators and Investigations Consultants consisting of Engineers.
- The investigations lead to number of dismissals based on our findings. The team successfully completed and presented our reports to Council and made presentations to MPAC. Council adopted and implemented our findings.
- We have provided litigation support on behalf of the municipality. We have assisted with the drafting of charges and bundle compilation. Based on our investigation, some senior officials resigned or pleaded guilty to various charges relating to gross dishonesty, gross dereliction of duties and gross negligence.
- Based on our findings, the municipality has lodged a complaint with law enforcement agencies Limpopo Directorate for Priority Crime Investigation (the HAWKS). Bowmans will provide support to the ongoing criminal investigations.
- We have made findings in terms of Unauthorised Irregular Wasteful and Fruitless Expenditure (UIWF)
Limpopo COGHSTA
- Successfully managed a forensic investigation concerning allegations of an irregular advance payment made to a contractor by the provincial government Department. The investigation took almost 5 months to complete. Based on our investigation, some senior officials have resigned or pleaded guilty to various charges relating to gross dishonesty, gross dereliction of duties and gross negligence.
Polokwane Local Municipality (PLM)
- During 2022, Bowmans was appointed by PLM to conduct investigations into 5 different matters at the CoP. The team consisted of 2 senior investigators and consultants. These 5 matters were further broken down into 11 different matters due to the complexity of the allegations presented. The team successfully completed and presented our 11 reports to Council during April 2023. Council adopted and implemented our findings. The investigation received extensive media coverage.
- I am currently providing litigation support on behalf of the municipality. We have assisted with the drafting of charges and bundle compilation, and I’m currently testifying in respect 15 employees charged by the municipality. Based on our investigation, some senior officials have resigned or pleaded guilty to various charges relating to gross dishonesty, gross dereliction of duties and gross negligence.
- Based on our findings, the municipality has lodged a complaint with two law enforcement agencies the – Public Protector South Africa (PPSA) office in Limpopo and the Limpopo Directorate for Priority Crime Investigation (the HAWKS). Bowmans will provide support to the ongoing criminal investigations.
- Based on the team’s response to client needs and managing clients’ expectations and delivery of quality work, the PLM has further appointed Bowmans to conduct 3 different investigations during 2023 to current.
National Treasury: Procurement of Personal Protective Equipment by the Nkomazi Local Municipality, Mpumalanga
- During 2022 to current, Bowmans was appointed by the National Treasury (NT) to provide support into the ongoing criminal investigation conducted by the Mpumalanga Directorate for Priority Crime Investigation (MP DPCI) (the HAWKS) into the procurement of Personal Protective Equipment (PPE) by the Nkomazi Local Municipality, based in Mpumalanga Province. I am currently the lead investigator and Project Manager on the investigation.
- The investigation is still ongoing. We have presented our finding to Prosecuting team Specialised Commercial Unit (SCU) and the MP DPCI. There is still much work that needed to be done to enable the MP DPCI as well as the Prosecuting team to pursue a successful criminal case.
- The team is working closely with the HAWKS to finalise the investigation.
Capricorn District Municipality (CDM)
- Successfully managed a forensic investigation concerning allegations potential irregularities identified at a District Municipality related to Water Service Infrastructure Grant. Lead a team of Consulting Engineers.
- Based on our investigation, some senior officials resigned or pleaded guilty to various charges relating to gross dishonesty, gross dereliction of duties and gross negligence.
South African Reserve Bank (SARB)
- During 2024, Bowmans was appointed by SARB to conduct investigations into allegation raised through a whistleblowing report. The investigation has been finalised. The allegations were unfounded.
Collaboration with Law firms and Law agencies
- I have successfully completed disciplinary matters on behalf of clients. My extensive experience working as prosecutor with the Prosecuting Authority, my understanding of the law and stakeholder engagement, it has enabled me to work closely with the law enforcements and law firms to ensure positive outcome of our various engagements. Our clients in Limpopo have appointed law firms to present their cases at disciplinary hearings and we work very closely with these law firms.
