DRAFT COMPREHENSIVE MARITIME TRANSPORT POLICY FOR PUBLIC CONSULTATION

The Department of Transport has released a draft Comprehensive Maritime Transport Policy (CMTP) which was approved by Cabinet on 8 February 2017 for public consultation and comment. The public consultations are to take place in Richards Bay, Durban, Cape Town, East London, Port Elizabeth and Johannesburg on the following dates posted here. Comments will be invited at the public meetings.

In addition, written comments can also be submitted to the Director General: Department of Transport, Private Bag X193, Pretoria 0001 marked for the attention of Mr. Dumisani T Ntuli. No deadline has been set for submission of written comments, but typically comments will close a couple of weeks after the public meetings. A copy of the draft CMTP can be accessed on the Department of Transport’s website here.

The purpose of the CMTP is to create an environment that facilitates the revival, development and transformation of South Africa’s maritime transport sector to enhance its contribution to international trade and the growth of the South African economy. It is an overarching policy designed to guide the integrated governance, regulation and development of maritime transportation in South Africa. The CMTP provides details on (a) what constitutes the maritime transport sector; (b) the benefits that sector holds for South Africa; and (c) an institutional framework for the governance and management of the sector. The ultimate policy goal is to create an effective, reliable, well-regulated and economical maritime transport system that is able to meet South Africa’s international trade needs.
